		<description>This act as it stands is applicable to U.S. ISPs, but allows them to track traffic for particular users, so communications between an individual in the U.S. and an individual outside the U.S. would then be monitored.  But at current state this mandate doesn&#039;t seem to give any legal standing for international surveillance otherwise.  However just because it doesn&#039;t seem to state that doesn&#039;t mean it doesn&#039;t happen.</description>
